تحت رعاية خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود -حفظه الله، انطلقت أعمال الدورة التاسعة والثلاثين لمؤتمر الاتحاد البرلماني العربي اليوم -عبر الاتصال المرئي- الذي ينظمه مجلس الشورى والاتحاد البرلماني العربي برئاسة رئيس مجلس الشورى رئيس الاتحاد البرلماني العربي الشيخ الدكتور عبدالله بن محمد بن إبراهيم آل الشيخ، ومشاركة رؤساء البرلمانات والمجالس التشريعية العربية ورؤساء الوفود، وممثلي عددٍ من المنظمات.
وألقى رئيس مجلس الشورى رئيس الاتحاد البرلماني العربي الشيخ الدكتور عبدالله بن محمد بن إبراهيم آل الشيخ عقب إعلانه افتتاح أعمال المؤتمر الكلمة التالية:

الحمد لله رب العالمين، والصلاة والسلام على نبينا محمد وعلى آله وصحبه أجمعين.
السلام عليكم ورحمة الله وبركاته،
قال الله تعالى: «واعتصموا بحبل الله جميعًا ولا تفرقوا»، صدق الله العظيم.
يسرني في مستهل كلمتي، باسمي ونيابة عن زملائي أعضاء مجلس الشورى ومنسوبيه، أن أرحب بكم في أعمال الدورة التاسعة والثلاثين لمؤتمر الاتحاد البرلماني العربي، الذي ينعقد برعاية كريمة من خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، وبدعم من ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود -حفظهما الله-، وهي رعاية تعكس ما توليه القيادة الرشيدة -أيدها الله- من اهتمامٍ ودعم للعمل العربي المشترك وتعزيزٍ للتضامن والتعاون بين الدول العربية، كما أتشرف أصالة عن نفسي ونيابة عن زملائي رؤساء المجالس والبرلمانات العربية ورؤساء الوفود بهذه المناسبة، أن أرفع أسمى آيات التهاني والتبريكات إلى خادم الحرمين الشريفين وولي عهده الأمين -حفظهما الله- بمناسبة النجاح المتميز لموسم حج عام 1447هـ، وما تحقق فيه من مستويات عالية من التنظيم والخدمات والرعاية لضيوف الرحمن، بما يجسد عناية المملكة العربية السعودية وقيادتها بخدمة الحرمين الشريفين وقاصديهما.

إننا نثمِّن مشاركتكم جميعًا في أعمال هذا المؤتمر الذي ينعقد عبر تقنية الاتصال المرئي في ظل الظروف والتحديات التي تشهدها المنطقة، وذلك تأكيدًا لحرصنا على استمرارية عمل الاتحاد البرلماني العربي وتعزيز التشاور والتنسيق بين البرلمانات العربية بما يخدم مصالح شعوبنا ويعزز أمن دولنا واستقرارها.
كما يطيب لي أن أتقدم بخالص الشكر والتقدير للرئاسة السابقة للاتحاد البرلماني العربي؛ ممثلةً في رئيس المجلس الشعبي الوطني بالجمهورية الجزائرية الديمقراطية الشعبية الشقيقة السيد إبراهيم بوغالي، على جهوده خلال فترة رئاسته للاتحاد، والشكر موصول للأمين العام للاتحاد البرلماني العربي الدكتور أحمد باعبود، ولزملائه في الأمانة العامة على ما بذلوه من جهود مقدرة في الإعداد والمتابعة والتنظيم، كما لا يفوتني أن أرحب برئيس مجلس النواب المصري المستشار هشام بدوي، ورئيس مجلس النواب العراقي السيد هيبت الحلبوسي، ورئيس مجلس النواب الأردني السيد مازن القاضي في هذا المؤتمر، وبتوليهم رئاسة مجالسهم البرلمانية، متمنيًا لهم التوفيق والنجاح في كل ما من شأنه تحقيق أهداف مجالسهم وتطلعات وآمال شعوبهم، وكذلك أهداف الاتحاد وتطلعاته.
أصحاب المعالي والسعادة..
ينعقد مؤتمرنا اليوم تحت عنوان: «رؤية عربية لمستقبل أكثر استقرارًا واستدامة»، في مرحلة استثنائية تمر بها منطقتنا العربية، تفرض علينا مسؤولية مضاعفة لتعزيز التضامن العربي، وترسيخ قيم التعاون والتكامل، والدفاع عن مصالح شعوبنا وقضاياها العادلة.
إن منطقتنا العربية، بما تمتلكه من مقومات بشرية واقتصادية وحضارية، قادرة على أن تكون فاعلًا رئيسيا في صياغة مستقبلها، وشريكًا مؤثرًا في النظام الدولي، غير أن تحقيق هذا الدور يتطلب منّا بذل المزيد من الجهود في حلِّ القضايا العربية وفي مقدمتها القضية الفلسطينية القضية المركزية الأولى، وتجدِّد المملكة العربية السعودية تأكيدها على أن السلام العادل والشامل لا يمكن أن يتحقق إلا من خلال تنفيذ حل الدولتين، وإقامة الدولة الفلسطينية المستقلة على حدود عام 1967 وعاصمتها القدس الشرقية؛ وفقًا لقرارات الشرعية الدولية ومبادرة السلام العربية. وفي هذا السياق، نؤكد أهمية ما بذلته المملكة العربية السعودية من جهود دولية لإحياء المسار السياسي، من خلال رئاستها المشتركة للمؤتمر الدولي رفيع المستوى بشأن التسوية السلمية للقضية الفلسطينية وتنفيذ حل الدولتين المنعقد في نيويورك، وما صدر عنه من إعلان أكد ضرورة الانتقال من إدارة الصراع إلى تسويته، وحث المجتمع الدولي على الاضطلاع بمسؤولياته تجاه الاعتراف بالدولة الفلسطينية ودعم حقوق الشعب الفلسطيني المشروعة، بما أسهم في اتساع دائرة الاعتراف الدولي بدولة فلسطين لتشمل 149 دولة.
الإخوة الحضور..
إن المملكة العربية السعودية تنظر إلى الأمن العربي باعتباره مسؤولية جماعية لا تتجزأ، وترى أن أمن الدول العربية وسيادتها ووحدة أراضيها تمثل ثوابت راسخة لا تقبل المساس، كما نؤكد رفض المملكة للاعتداءات والتهديدات الإيرانية التي استهدفت وتستهدف دول الخليج العربية والمملكة الأردنية الهاشمية، ونشدد على أهمية احترام سيادة الدول ومبادئ حسن الجوار، والامتناع عن استخدام القوة أو التهديد بها، وتسوية النزاعات بالوسائل السلمية، بما يحفظ أمن المنطقة واستقرارها.
وفي هذا الإطار، نؤكد الأهمية الإستراتيجية لأمن الممرات البحرية الدولية، وفي مقدمتها مضيق هرمز، باعتباره شريانًا حيويًا للتجارة العالمية وإمدادات الطاقة.
كما نثمّن الجهود العربية والإقليمية والدولية الرامية إلى خفض التصعيد وتغليب الحلول السياسية والدبلوماسية، بما يعزز الأمن والاستقرار الإقليمي ويجنب شعوب المنطقة مخاطر التوتر والصراعات.

لقد أطلقت بلادي العديد من المبادرات الإنسانية والإغاثية والتنموية، وتواصل تقديم نموذج استثنائي في الدعم الإنساني عبر مركز الملك سلمان للإغاثة والأعمال الإنسانية، إلى جانب ريادتها البيئية والمناخية من خلال التطبيق العملي لمبادرتي السعودية الخضراء والشرق الأوسط الأخضر، كأدوات حقيقية لبناء مستقبل مستدام، وتعزيز شراكاتها الإقليمية والدولية في مجالات الطاقة النظيفة ومكافحة التغيّر المناخي، وذلك في إطار مستهدفات رؤية المملكة 2030، وفي هذا الإطار، يواصل مجلس الشورى السعودي أداء دوره في تعزيز مستهدفات تلك الرؤية وتبني الدبلوماسية البرلمانية، وتكثيف التواصل مع المجالس والبرلمانات العربية والدولية؛ دعمًا للتقارب، وبناء مواقف مشتركة تخدم قضايا أمتنا العربية وتطلعات شعوبها.
وفي الختام..
أجدد التأكيد على أن المملكة العربية السعودية ستظل داعمة لكل ما من شأنه تعزيز استقرار منطقتنا وتنميتها، وخدمة قضايا أمتنا العربية، وتحقيق تطلعات شعوبها، متطلعًا إلى أن يخرج مؤتمرنا هذا بنتائج تعزز العمل البرلماني العربي المشترك، وترسخ قيم التضامن العربي، وتسهم في تحقيق الأمن والاستقرار والازدهار لشعوبنا، ومرحبًا بكم مرةً أخرى.

واستعرض المؤتمر الـ39 الذي بدأ تحت شعار «رؤية برلمانية عربية لمستقبل أكثر استقرارًا واستدامة»، جدول أعمال المؤتمر، وبحِث عدد من الموضوعات المتعلقة بالتعاون وسبل تعزيز العمل العربي المشترك.
كما استعرض المؤتمر تقريرًا للرئاسة عن المؤتمر الثامن والثلاثين للاتحاد، وتقرير الأمين العام للاتحاد البرلماني العربي الدكتور أحمد بن علوي باعبود عن المؤتمر الثامن والثلاثين للاتحاد، كما اشتملت أعمال المؤتمر على كلمات لأصحاب المعالي والسعادة رؤساء البرلمانات والمجالس التشريعية العربية ورؤساء الوفود، وتوصيات اللجنة التنفيذية التي رفعتها بشأن عدد من البنود المدرجة على جدول أعمالها وتقريرًا عن لجنة اجتماع فلسطين.
كما صادق رؤساء البرلمانات والمجالس التشريعية العربية ورؤساء الوفود على تقارير الدورات التاسعة والثلاثين، والأربعين الاستثنائية، والحادية والأربعين، والثانية والأربعين للجنة التنفيذية للاتحاد البرلماني العربي.
ورأس وفد مجلس الشورى في المؤتمر نائب رئيس مجلس الشورى الدكتور مشعل بن فهم السُّلمي، بوفد ضم مساعد رئيس مجلس الشورى الدكتورة حنان بنت عبدالرحمن الأحمدي، والأمين العام لمجلس الشورى محمد بن داخل المطيري، وعضو المجلس الأمير الدكتور سعد بن سعود بن محمد، وعضو المجلس عضو اللجنة التنفيذية للاتحاد الدكتور عبدالعزيز بن إبراهيم المهناء، وعضو المجلس عقلاء بن علي العقلاء، وعضو المجلس اللواء الركن الدكتور عبدالرحمن بن صنهات الحربي، وعضو المجلس الدكتور فهد بن عبدالله الطياش.
Under the patronage of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud – may God protect him, the work of the thirty-ninth session of the Arab Parliamentary Union Conference commenced today – via visual communication – organized by the Shura Council and the Arab Parliamentary Union, chaired by the Chairman of the Shura Council and the Chairman of the Arab Parliamentary Union, Sheikh Dr. Abdullah bin Mohammed bin Ibrahim Al Sheikh, with the participation of the heads of Arab parliaments and legislative councils, heads of delegations, and representatives from several organizations.
Following the announcement of the conference’s opening, the Chairman of the Shura Council and the Chairman of the Arab Parliamentary Union, Sheikh Dr. Abdullah bin Mohammed bin Ibrahim Al Sheikh, delivered the following speech:
In the name of God, the Most Gracious, the Most Merciful
All praise is due to God, Lord of the worlds, and peace and blessings be upon our Prophet Muhammad and upon his family and companions.
Peace be upon you and God’s mercy and blessings,
God Almighty said: “And hold firmly to the rope of Allah all together and do not become divided.” Indeed, God speaks the truth.
It is my pleasure at the outset of my speech, on my behalf and on behalf of my colleagues, members of the Shura Council and its affiliates, to welcome you to the works of the thirty-ninth session of the Arab Parliamentary Union Conference, which is held under the generous patronage of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and with the support of the Crown Prince and Prime Minister, Prince Mohammed bin Salman bin Abdulaziz Al Saud – may God protect them both – a patronage that reflects the keen interest and support that the wise leadership – may God aid it – gives to joint Arab action and the enhancement of solidarity and cooperation among Arab countries. On this occasion, I am honored, both personally and on behalf of my colleagues, the heads of Arab councils and parliaments, to extend my highest congratulations and blessings to the Custodian of the Two Holy Mosques and his trustworthy Crown Prince – may God protect them – on the distinguished success of the Hajj season of the year 1447 AH, and the high levels of organization, services, and care provided to the guests of God, which embodies the Kingdom of Saudi Arabia’s and its leadership’s commitment to serving the Two Holy Mosques and their visitors.
Dear attendees,
We appreciate your participation in the works of this conference, which is being held via visual communication in light of the circumstances and challenges facing the region, as a confirmation of our commitment to the continuity of the Arab Parliamentary Union’s work and to enhancing consultation and coordination among Arab parliaments in a manner that serves the interests of our peoples and strengthens the security and stability of our countries.
I would also like to express my sincere thanks and appreciation to the previous presidency of the Arab Parliamentary Union, represented by the President of the National People’s Assembly of the People’s Democratic Republic of Algeria, Mr. Ibrahim Bougali, for his efforts during his presidency of the Union. Thanks are also extended to the Secretary-General of the Arab Parliamentary Union, Dr. Ahmed Baaboud, and his colleagues in the General Secretariat for their valued efforts in preparation, follow-up, and organization. I would also like to welcome the Speaker of the Egyptian House of Representatives, Counselor Hisham Badawy, the Speaker of the Iraqi House of Representatives, Mr. Haibat Al-Halbousi, and the Speaker of the Jordanian House of Representatives, Mr. Mazen Al-Qadi, at this conference, wishing them success in all that serves the goals of their councils and the aspirations and hopes of their peoples, as well as the goals and aspirations of the Union.
Your Excellencies and Honorable Guests,
Our conference today is held under the title: “An Arab Vision for a More Stable and Sustainable Future,” at an exceptional stage that our Arab region is going through, which imposes on us a doubled responsibility to enhance Arab solidarity, establish values of cooperation and integration, and defend the interests and just causes of our peoples.
Our Arab region, with its human, economic, and civilizational components, is capable of being a key player in shaping its future and an influential partner in the international system. However, achieving this role requires us to exert more efforts in resolving Arab issues, foremost among them the Palestinian cause, which is the central issue. The Kingdom of Saudi Arabia reaffirms that a just and comprehensive peace can only be achieved through the implementation of the two-state solution and the establishment of an independent Palestinian state on the borders of 1967, with East Jerusalem as its capital, in accordance with international legitimacy resolutions and the Arab Peace Initiative. In this context, we emphasize the importance of the efforts made by the Kingdom of Saudi Arabia at the international level to revive the political track, through its co-chairmanship of the high-level international conference on the peaceful settlement of the Palestinian issue and the implementation of the two-state solution held in New York, and the declaration that emerged from it, which emphasized the necessity of transitioning from managing the conflict to resolving it, and urged the international community to assume its responsibilities towards recognizing the Palestinian state and supporting the legitimate rights of the Palestinian people, which contributed to the widening circle of international recognition of the State of Palestine to include 149 countries.

The Kingdom of Saudi Arabia views Arab security as a collective responsibility that cannot be divided. It believes that the security, sovereignty, and territorial integrity of Arab countries are established principles that cannot be compromised. We also affirm the Kingdom’s rejection of Iranian aggressions and threats that have targeted and continue to target the Gulf Arab states and the Hashemite Kingdom of Jordan. We stress the importance of respecting the sovereignty of states, the principles of good neighborliness, refraining from the use of force or the threat thereof, and resolving disputes through peaceful means, in a manner that preserves the security and stability of the region.
In this context, we emphasize the strategic importance of the security of international maritime corridors, foremost among them the Strait of Hormuz, as it is a vital artery for global trade and energy supplies.
We also appreciate the Arab, regional, and international efforts aimed at de-escalation and prioritizing political and diplomatic solutions, which enhance regional security and stability and spare the peoples of the region the dangers of tension and conflicts.

My country has launched many humanitarian, relief, and developmental initiatives, and continues to provide an exceptional model in humanitarian support through the King Salman Humanitarian Aid and Relief Center, alongside its environmental and climate leadership through the practical application of the Saudi Green Initiative and the Middle East Green Initiative, as real tools for building a sustainable future and enhancing its regional and international partnerships in the fields of clean energy and combating climate change, within the framework of the objectives of Vision 2030. In this context, the Saudi Shura Council continues to play its role in promoting the objectives of that vision and adopting parliamentary diplomacy, intensifying communication with Arab and international councils and parliaments to support rapprochement and build common positions that serve the issues of our Arab nation and the aspirations of its peoples.
In conclusion,
I reiterate that the Kingdom of Saudi Arabia will remain supportive of all that enhances the stability and development of our region and serves the issues of our Arab nation and achieves the aspirations of its peoples, looking forward to our conference yielding results that enhance joint Arab parliamentary work, solidify the values of Arab solidarity, and contribute to achieving security, stability, and prosperity for our peoples. The 39th conference, which began under the slogan “An Arab Parliamentary Vision for a More Stable and Sustainable Future,” reviewed the agenda of the conference and discussed several topics related to cooperation and ways to enhance joint Arab action.
The conference also reviewed a report from the presidency on the thirty-eighth conference of the Union, and a report from the Secretary-General of the Arab Parliamentary Union, Dr. Ahmed bin Alawi Baaboud, about the thirty-eighth conference of the Union. The conference’s proceedings included speeches from Your Excellencies and Honorable Guests, the heads of Arab parliaments and legislative councils, and heads of delegations, as well as recommendations from the executive committee regarding several items on its agenda and a report from the Palestine meeting committee.
Furthermore, the heads of Arab parliaments and legislative councils and heads of delegations approved the reports of the thirty-ninth, fortieth extraordinary, forty-first, and forty-second sessions of the executive committee of the Arab Parliamentary Union.
The delegation of the Shura Council at the conference was chaired by the Vice Chairman of the Shura Council, Dr. Mishal bin Fahm Al-Sulami, with a delegation that included the Assistant Chairman of the Shura Council, Dr. Hanan bint Abdulrahman Al-Ahmadi, the Secretary-General of the Shura Council, Mohammed bin Dakhel Al-Mutairi, Council Member Prince Dr. Saad bin Saud bin Mohammed, Council Member and Executive Committee Member Dr. Abdulaziz bin Ibrahim Al-Muhanna, Council Member Aqlah bin Ali Al-Aqlah, Council Member Major General Dr. Abdulrahman bin Sanhat Al-Harbi, and Council Member Dr. Fahd bin Abdullah Al-Tayash.
