صعّد الاتحاد الأوروبي لكرة القدم (يويفا) ضغوطه على الاتحاد الدولي لكرة القدم (فيفا)، مطالباً بإجابات مكتوبة ووثائق داعمة بشأن 42 استفساراً تتعلق بقرارات مالية وإدارية خلال رئاسة جياني إنفانتينو، وحدد الثاني من نوفمبر القادم موعداً نهائياً للرد، قبل إغلاق باب الترشح لانتخابات رئاسة فيفا في 18 نوفمبر، والمقررة في 18 مارس 2027.
ووجّه الأمين العام ليويفا ثيودور ثيودوريديس رسالة إلى نظيره في فيفا ماتياس غرافستروم، نيابة عن أعضاء مجلس فيفا الأوروبيين، تضمنت وثيقة من ثماني صفحات توزعت استفساراتها على 12 محوراً، بينها عشرة ملفات تتعلق بشبهات تضارب مصالح محتملة، وفق ما أوردته «سكاي سبورتس» التي قالت إنها اطلعت على الرسالة والقائمة الكاملة للأسئلة.
وطالب يويفا بتقديم إجابة مكتوبة وافية عن كل سؤال وإرفاق المستندات المؤيدة، مع تبرير أي رفض لكشف المعلومات أو الوثائق بصورة منفصلة. كما طلب الحصول فوراً على التسجيل الصوتي لاجتماع مجلس فيفا الذي عُقد في زيورخ في 15 أكتوبر، معتبراً أن التوضيحات التي قدمها إنفانتينو خلال الاجتماع لم تعالج بصورة مرضية عدداً من الأسئلة الأساسية.
ويتصدر مشروع «فيفا فوروارد إنتربرايز» (FFE) الملفات محل التدقيق. وكان المقترح يقضي بإنشاء كيان تجاري لإدارة المصالح والحقوق التجارية لبطولات فيفا، مع بيع حصة تبلغ 20% لمستثمرين من القطاع الخاص، في صفقة استهدفت جمع 4.2 مليار دولار، على أساس تقييم للكيان بنحو 20 مليار دولار. وكان صندوق «ثرايف كابيتال»، الذي يقوده جوشوا كوشنر، شقيق جاريد كوشنر صهر الرئيس الأمريكي دونالد ترمب، المستثمر الرئيسي المقترح.
ويسأل يويفا عن أسباب منح المستثمر حقوقاً حصرية قبل استشارة مجلس فيفا، والأسس المالية لتقييم المشروع، وافتراضات الاستثمار والخروج، وعدم إتاحة الوثائق اللازمة للاتحادات الأعضاء. كما يثير تساؤلات بشأن زيادة التمويل المخصص للاتحادات الوطنية بالتزامن مع المشروع، رغم امتلاك فيفا احتياطيات نقدية تُقدّر بنحو ستة مليارات دولار. وبعد التخلي عن المشروع، اقترح فيفا رفع التمويل المخصص لكل اتحاد وطني إلى 25 مليون دولار خلال الدورة القادمة، مقارنة بنحو عشرة ملايين دولار سابقاً.
وتشمل الملفات الأخرى مكافآت إنفانتينو، بعدما أشارت تقارير إلى حصوله على دفعة إضافية بلغت 1.3 مليون جنيه إسترليني عام 2024، فوق راتبه السنوي البالغ نحو أربعة ملايين جنيه. كما يطلب يويفا توضيحات عن إنشاء جائزة فيفا للسلام ومنحها لترمب، ومدى مشاركة مجلس فيفا في القرار، ووجود معايير اختيار مستقلة وموثقة.
وتتناول الاستفسارات أيضاً مدفوعات مرتبطة بمشاركة المغني مارك أنتوني في فعاليات كأس العالم، وعقد استئجار مكاتب في برج ترمب بنيويورك، وتقارير عن محادثات بشأن إنشاء عملة مشفرة مرتبطة بفيفا. ويضاف إلى ذلك نقل قرعة كأس العالم إلى واشنطن، وفترة الاستراحة التي امتدت إلى 27 دقيقة في النهائي، وإجراءات دخول الشخصيات المهمة، ومدى استقلالية اللجان القضائية والأخلاقية والانتخابية.
كما طلب يويفا توضيحات بشأن قرار تعليق تنفيذ عقوبة الإيقاف المفروضة على مهاجم المنتخب الأمريكي فولارين بالوغون خلال المونديال، في قضية ارتبطت بتقارير عن تدخل ترمب لطلب مراجعة العقوبة. وتطرح الرسالة أسئلة بشأن العلاقات السياسية والتجارية المحيطة بإنفانتينو، دون أن تمثل هذه الاستفسارات بحد ذاتها إثباتاً لوقوع مخالفات.
وكان إنفانتينو قد اعتذر أمام مجلس فيفا عن أخطاء في التواصل والتشاور بشأن المشروع الاستثماري، واقترح الرد على الأسئلة خلال الاجتماع القادم للمجلس في الدوحة يوم 16 ديسمبر. لكن يويفا رفض تأجيل الإجابات إلى ما بعد إغلاق باب الترشح، مؤكداً أن الإصلاحات المستقبلية لا تغني عن مراجعة القرارات السابقة ومساءلة المسؤولين عنها.
ويأتي التصعيد بعد أن لجأ يويفا إلى القضاء الأمريكي سعياً للحصول على وثائق وشهادات تتعلق بالمشروع. وفي المقابل، اتهم محامو فيفا يويفا بممارسة المضايقة ونشر معلومات مضللة، ودافعوا عن تقييم المشروع، مؤكدين أن المقترح كان سيخضع لموافقة الاتحادات الأعضاء ومجلس فيفا، وأن رئيس الاتحاد لم يسع إلى تحقيق منفعة شخصية غير مشروعة.
وتكتسب المواجهة أهمية انتخابية، إذ يسعى إنفانتينو إلى ولاية جديدة في مارس 2027، بينما يتيح موعد الثاني من نوفمبر للاتحادات الأوروبية تقييم الإجابات قبل انتهاء مهلة الترشيحات.
وتبقى الأسئلة الجوهرية أمام فيفا مرتبطة بشفافية إدارة الحقوق التجارية، وآليات اتخاذ القرار، واستقلالية أجهزة الرقابة، ومدى خضوع القرارات المالية والإدارية للمساءلة المؤسسية.
The European Football Association (UEFA) has intensified its pressure on the International Football Association (FIFA), demanding written answers and supporting documents regarding 42 inquiries related to financial and administrative decisions during Gianni Infantino’s presidency. It has set November 2 as the deadline for a response, before the nomination period for the FIFA presidency closes on November 18, with elections scheduled for March 18, 2027.
The UEFA Secretary General, Theodore Theodoridis, sent a letter to his FIFA counterpart, Matthias Grafström, on behalf of the European FIFA Council members, which included an eight-page document that distributed its inquiries across 12 axes, including ten files related to potential conflict of interest suspicions, according to “Sky Sports,” which reported that it had reviewed the letter and the complete list of questions.
UEFA has demanded a comprehensive written response to each question and the attachment of supporting documents, along with justification for any refusal to disclose information or documents separately. It also requested immediate access to the audio recording of the FIFA Council meeting held in Zurich on October 15, considering that the clarifications provided by Infantino during the meeting did not satisfactorily address several key questions.
The “FIFA Forward Enterprise” (FFE) project is at the forefront of the scrutiny. The proposal involved creating a commercial entity to manage the interests and commercial rights of FIFA tournaments, with a 20% stake being sold to private sector investors in a deal aimed at raising $4.2 billion, based on a valuation of the entity at around $20 billion. The “Thrive Capital” fund, led by Joshua Kushner, the brother of Jared Kushner, son-in-law of U.S. President Donald Trump, was the proposed main investor.
UEFA is questioning the reasons for granting the investor exclusive rights before consulting the FIFA Council, the financial basis for the project’s valuation, investment and exit assumptions, and the failure to provide necessary documents to member associations. It also raises questions about the increase in funding allocated to national associations coinciding with the project, despite FIFA having cash reserves estimated at around $6 billion. After abandoning the project, FIFA proposed raising the funding allocated to each national association to $25 million during the next cycle, compared to about $10 million previously.
Other files include bonuses for Infantino, after reports indicated that he received an additional payment of £1.3 million in 2024, on top of his annual salary of around £4 million. UEFA is also seeking clarifications regarding the establishment of the FIFA Peace Prize and its award to Trump, the extent of the FIFA Council’s involvement in the decision, and the existence of independent and documented selection criteria.
The inquiries also address payments related to singer Marc Anthony’s participation in World Cup events, the lease of offices in Trump Tower in New York, and reports about discussions regarding the establishment of a cryptocurrency linked to FIFA. Additionally, there are questions about moving the World Cup draw to Washington, the 27-minute halftime break in the final, the procedures for the entry of important figures, and the independence of the judicial, ethical, and electoral committees.
UEFA has also requested clarifications regarding the decision to suspend the enforcement of the suspension imposed on U.S. national team striker Folarin Balogun during the World Cup, in a case linked to reports of Trump’s intervention to request a review of the penalty. The letter raises questions about the political and commercial relationships surrounding Infantino, although these inquiries do not, in themselves, constitute proof of misconduct.
Infantino had apologized to the FIFA Council for communication and consultation errors regarding the investment project and proposed to respond to the questions during the next council meeting in Doha on December 16. However, UEFA rejected the postponement of the answers until after the nomination period closes, asserting that future reforms do not replace the need to review past decisions and hold those responsible accountable.
The escalation comes after UEFA resorted to U.S. courts seeking documents and testimonies related to the project. In response, FIFA’s lawyers accused UEFA of harassment and spreading misleading information, defending the project’s valuation and asserting that the proposal would have been subject to approval by member associations and the FIFA Council, and that the federation’s president did not seek to achieve any unlawful personal benefit.
The confrontation gains electoral significance, as Infantino seeks a new term in March 2027, while the November 2 deadline allows European associations to assess the responses before the nominations close.
The fundamental questions before FIFA remain related to the transparency of managing commercial rights, decision-making mechanisms, the independence of oversight bodies, and the extent to which financial and administrative decisions are subject to institutional accountability.
