Turkey has officially nominated veteran diplomat Feridun Sinirlioğlu for the position of Secretary-General of the United Nations, a move that comes amid stalled international consultations regarding the selection of a successor to António Guterres, whose term ends on December 31.
The Turkish Anadolu Agency reported that Turkey’s permanent representative to the United Nations, Ahmet Yıldız, delivered a nomination letter signed by President Recep Tayyip Erdoğan to the Presidents of the General Assembly and the Security Council, which includes Sinirlioğlu’s nomination for the position.
In the nomination letter, Erdoğan stated that the Turkish diplomat possesses the “strategic vision and deep knowledge of the United Nations system and the culture of consensus” necessary to lead the international organization, drawing on his experience spanning over four decades in diplomatic work.
Sinirlioğlu is 70 years old and has been serving as the Secretary-General of the Organization for Security and Co-operation in Europe since December 2024, after being chosen for the position by consensus among the 57 participating countries in the organization.
He also served as Turkey’s Foreign Minister in the interim government in 2015 and as his country’s permanent representative to the United Nations from 2016 to 2023. Guterres had previously appointed him in April 2023 as a special coordinator to conduct an independent assessment regarding Afghanistan, under a Security Council resolution.
The entry of the Turkish candidate into the race comes at a time when the selection process is facing difficulties in reaching a consensus within the Security Council, as the seventh round of informal exploratory voting, held on Friday, did not resolve the competition.
According to sources quoted by Reuters, the results of the round showed that former Costa Rican Vice President Rebeca Greenspan led with 11 supportive votes against four opposing votes, followed by the Director-General of the International Atomic Energy Agency, Rafael Grossi, with nine supportive votes, while Guyana’s candidate, Caroline Rodriguez Burkett, received eight votes.
The same round also saw the participation of the UAE’s candidate, Lana Nusseibeh, for the first time, who received seven supportive votes and six opposing votes, with two members abstaining from voting.
The selection of the Secretary-General is subject to procedures that begin with member states nominating their representatives, followed by consultations and secret exploratory votes within the Security Council, before an official vote is conducted to recommend the name of the candidate to be referred to the United Nations General Assembly.
According to the organization’s charter, the candidate must receive the support of at least nine members out of 15 in the Security Council, with none of the five permanent members— the United States, Russia, China, the United Kingdom, and France— using their veto against him.
The General Assembly then appoints the Secretary-General based on the Security Council’s recommendation, with the new appointee’s term beginning on January 1, 2027, succeeding Guterres, who has served two consecutive terms since 2017.
