امتدادًا للعلاقات المتميّزة بين السعودية وروسيا، دخل أمس (الإثنين) 11 مايو 2026 تطبيق اتفاقية الإعفاء المتبادل من تأشيرات الزيارة لمواطني البلدين حيّز التنفيذ، التي تؤكد على العزم المشترك نحو تعزيز وتطوير التبادل السياحي والثقافي بين البلدين والشعبين الصديقين.
وتشمل اتفاقية الإعفاء المتبادل من تأشيرات الزيارة جميع أنواع الجوازات الدبلوماسية – الخاصة – العادية، كما تعد روسيا الاتحادية أول دولة توقّع معها المملكة اتفاقية إعفاء متبادل من التأشيرات تشمل حاملي جوازات السفر العادية.
ويسمح الإعفاء المتبادل من التأشيرات دخول مواطني البلدين الصديقين دون تأشيرة للقادمين بغرض الزيارة سواء كانت بقصد السياحة أو الأعمال أو زيارة الأقارب والأصدقاء، كما يسمح البقاء في البلدين لمدة (90) يومًا متصلة أو على فترات متفرقة خلال السنة الميلادية الواحدة، ولا يشمل الإعفاء المتبادل تأشيرات القادمين بغرض العمل أو الدراسة، والإقامة، والحج، إذ يلزم ذلك الحصول على التأشيرة المخصصة لذلك.
ويأتي دخول الاتفاقية حيّز التنفيذ بالتزامن مع احتفاء البلدين والشعبين الصديقين بذكرى مرور 100 عام على العلاقات الدبلوماسية السعودية – الروسية، كما ينعكس ذلك على زيادة الزيارات المتبادلة وتعزيز التعاون السياحي والاقتصادي والثقافي، والإسهام في تعزيز القطاعات المختلفة التي تحقق المزيد من التعاون والشراكة بين البلدين والشعبين الصديقين.
As an extension of the distinguished relations between Saudi Arabia and Russia, the mutual visa exemption agreement for citizens of both countries came into effect yesterday (Monday), May 11, 2026. This agreement emphasizes the shared determination to enhance and develop tourism and cultural exchange between the two countries and their friendly peoples.
The mutual visa exemption agreement covers all types of passports: diplomatic, special, and ordinary. Additionally, the Russian Federation is the first country with which the Kingdom has signed a mutual visa exemption agreement that includes holders of ordinary passports.
The mutual visa exemption allows citizens of the two friendly countries to enter without a visa for visits, whether for tourism, business, or visiting relatives and friends. It also permits a stay in both countries for a period of 90 consecutive days or on separate occasions throughout a single calendar year. However, the mutual exemption does not include visas for those coming for work, study, residence, or pilgrimage, as obtaining a specific visa is required for those purposes.
The entry into force of the agreement coincides with the celebration of the two countries and their friendly peoples marking 100 years of diplomatic relations between Saudi Arabia and Russia. This is reflected in the increase of mutual visits and the enhancement of tourism, economic, and cultural cooperation, contributing to strengthening various sectors that achieve further collaboration and partnership between the two countries and their friendly peoples.
