
تتجه واشنطن إلى تكثيف تحركاتها الدبلوماسية لإنهاء الحرب الروسية الأوكرانية، مع تقارير عن احتمال توجه المفاوضين الأمريكيين ستيف ويتكوف وجاريد كوشنر إلى موسكو خلال الأسبوعين القادمين، في خطوة قد تفتح الباب أمام بحث المقترحات المطروحة لتسوية النزاع، وسط استمرار الخلافات بشأن الترتيبات الأمنية والقضايا الإقليمية.
ونقلت وكالة «تاس» الروسية، عن مصدر قوله: إن الزيارة المحتملة لا تزال قيد التنسيق، ولم تحدد الوكالة موعداً نهائياً أو الكشف عن جدول أعمال الزيارة. ويضطلع ويتكوف وكوشنر بدور رئيسي في جهود إدارة الرئيس دونالد ترمب للتوسط بين موسكو وكييف.
وكان المتحدث باسم الكرملين دميتري بيسكوف قد أعلن، أمس، ترحيب موسكو بزيارة المبعوثين الأمريكيين، مؤكداً استعداد الرئيس الروسي فلاديمير بوتين للقائهما. وأضاف أن روسيا مستعدة للاستماع إلى المقترحات التي يناقشها المفاوضان مع الجانب الأوكراني في الولايات المتحدة، إذا قررا عرضها على القيادة الروسية.
وتأتي التحركات الأمريكية بعد محادثات استضافتها مدينة ميامي، (الجمعة)، جمعت ويتكوف وكوشنر بمسؤولين أوكرانيين وأوروبيين، لبحث مقترحات جديدة لإنهاء الحرب، شملت الضمانات الأمنية لأوكرانيا وترتيبات مرحلة ما بعد النزاع.
وبحسب تقرير سابق لموقع «أكسيوس»، نقلاً عن مسؤول أمريكي مطلع، تناولت المناقشات الضمانات التي يمكن أن تقدمها الولايات المتحدة والدول الأوروبية وحلف شمال الأطلسي لأوكرانيا في إطار أي اتفاق محتمل، إلى جانب القضايا الإقليمية التي تمثل إحدى أبرز نقاط الخلاف بين موسكو وكييف.
كما بحث المشاركون ترتيبات إعادة الإعمار، وتمويل حاجات أوكرانيا، وإعادة بناء جيشها، ومعالجة عجز الموازنة، فضلاً عن مسار انضمامها إلى الاتحاد الأوروبي ومستقبل علاقتها بحلف شمال الأطلسي. وامتدت المناقشات إلى احتمال وضع إطار أمني ينظم العلاقات بين أوروبا وروسيا بعد الحرب.
لكن المساعي الدبلوماسية تواجه خلافات بشأن ملف الطاقة والهجمات المتبادلة، بعدما أعلن ترمب التوصل إلى اتفاق مع بوتين بشأن توريد الديزل الروسي إلى الأسواق الأمريكية والعالمية، وهو ما انتقده الرئيس الأوكراني فولوديمير زيلينسكي، معتبراً أن الخطوة تمنح موسكو مكسباً اقتصادياً في وقت تستمر فيه الحرب.
ووفق ما أورده «أكسيوس» عن المسؤول الأمريكي، جاء القرار الأمريكي بعد تجاهل كييف طلبات متكررة بوقف استهداف مصافي النفط الروسية، على خلفية تأثير الهجمات على أسعار الوقود. في المقابل، أبدى زيلينسكي استعداد أوكرانيا لوقف استهداف المصافي الروسية، شرط أن توقف موسكو ضرباتها على محطات الكهرباء الأوكرانية.
وكان ترمب وبوتين قد بحثا ملف الطاقة وتسوية النزاع خلال اتصال هاتفي، (الجمعة)، إلا أن موسكو لم تحدد موعداً لاستئناف المفاوضات المباشرة مع كييف.
وقال مساعد الرئيس الروسي يوري أوشاكوف إن الهجمات الأوكرانية على مدن روسية حالت دون استئناف المحادثات فوراً، موضحاً أن بوتين أبلغ الجانب الأمريكي بأن موسكو ستدرس توقيت العودة إلى المفاوضات، في وقت تواصل فيه واشنطن تحركاتها لبحث تسوية تنهي الحرب.
Washington is moving to intensify its diplomatic efforts to end the Russian-Ukrainian war, with reports that American negotiators Steve Witkoff and Jared Kushner may head to Moscow in the coming two weeks, a step that could open the door to discussing proposed solutions to settle the conflict, amid ongoing disagreements over security arrangements and regional issues.
The Russian news agency “TASS” reported, citing a source, that the potential visit is still being coordinated, and the agency did not set a final date or reveal the agenda for the visit. Witkoff and Kushner play a key role in President Donald Trump’s administration’s efforts to mediate between Moscow and Kyiv.
Kremlin spokesman Dmitry Peskov announced yesterday that Moscow welcomes the visit of the American envoys, confirming that Russian President Vladimir Putin is ready to meet with them. He added that Russia is prepared to listen to the proposals that the negotiators discuss with the Ukrainian side in the United States if they decide to present them to the Russian leadership.
The American moves come after talks hosted in Miami on Friday, which brought together Witkoff and Kushner with Ukrainian and European officials to discuss new proposals to end the war, including security guarantees for Ukraine and arrangements for the post-conflict phase.
According to a previous report by “Axios,” citing an informed American official, the discussions addressed the guarantees that the United States, European countries, and NATO could provide to Ukraine as part of any potential agreement, along with regional issues that represent one of the main points of contention between Moscow and Kyiv.
Participants also discussed reconstruction arrangements, funding needs for Ukraine, rebuilding its army, addressing the budget deficit, as well as the path to its EU membership and the future of its relationship with NATO. The discussions extended to the possibility of establishing a security framework to regulate relations between Europe and Russia after the war.
However, diplomatic efforts face disagreements over the energy file and mutual attacks, after Trump announced reaching an agreement with Putin regarding the supply of Russian diesel to American and global markets, which was criticized by Ukrainian President Volodymyr Zelensky, who considered that the step grants Moscow an economic advantage at a time when the war continues.
According to what “Axios” reported from the American official, the American decision came after Kyiv ignored repeated requests to stop targeting Russian oil refineries, in light of the impact of the attacks on fuel prices. In return, Zelensky expressed Ukraine’s readiness to stop targeting Russian refineries, provided that Moscow halts its strikes on Ukrainian power stations.
Trump and Putin discussed the energy file and settling the conflict during a phone call on Friday, but Moscow did not set a date for resuming direct negotiations with Kyiv.
Russian President’s assistant Yuri Ushakov stated that Ukrainian attacks on Russian cities prevented the immediate resumption of talks, explaining that Putin informed the American side that Moscow would consider the timing of returning to negotiations, while Washington continues its efforts to explore a settlement that ends the war.
