Goldman Sachs warned that limited electricity supplies and slow energy infrastructure development could pose the biggest obstacle to global expansion in artificial intelligence, as investments in data centers and advanced computing accelerate at a pace that exceeds the ability of electrical grids to keep up.

According to a report prepared by the bank and reviewed by Axios, global electricity demand from data centers is expected to rise by 170% between 2025 and 2030, with the United States contributing more than 60% of the anticipated increase.

These warnings come amid rising concerns in financial markets about the level of debt-funded investments in the artificial intelligence sector, and the risks associated with delays in project execution or their inability to secure the necessary energy to operate.

$7.6 trillion for computing and energy investments

Goldman Sachs estimated the total expected capital expenditure on computing, data centers, and energy infrastructure to be around $7.6 trillion during the period from 2026 to 2031, reflecting the scale of expansion required to meet the increasing demand for artificial intelligence applications.

The report quoted Jason Tofsky, the global head of investment banking for digital infrastructure at the bank, stating that energy is likely to represent the “permanent bottleneck” to the sector’s growth.

The problem lies in the fact that developing artificial intelligence models and increasing their computational capabilities is happening at a rapid pace, while establishing power generation stations, transmission lines, and expanding electrical grids requires regulatory procedures, permits, and investments that take years.

Thousands of projects waiting to connect to the power grid

The bank’s estimates indicate that there are proposed projects for electricity generation and storage with a total capacity of about 2600 gigawatts in the United States, waiting to obtain the necessary approvals to connect to the grid.

This capacity is more than double the current installed capacity of the American grid, with the note that several proposed projects may ultimately not come to fruition.

The average time frame between submitting a project connection request to the grid and its commercial operation is about five years, highlighting the gap between the rapid growth of demand for computing and the time required to provide the electrical infrastructure.

Goldman Sachs believes that global competition in artificial intelligence is no longer just about developing the most advanced models, but also depends on the ability of companies and countries to secure sufficient electricity supplies to operate data centers.

This challenge could lead to extended project timelines and increased difficulty in predicting investment returns, especially for companies that spend large amounts before ensuring the availability of the necessary energy to operate their facilities.

Increasing debt raises investment risks

The sector’s sensitivity to these bottlenecks increases as a significant portion of the expansion in artificial intelligence infrastructure relies on debt financing.

The bank expects that global issuance of debt instruments by hyperscale cloud computing companies will reach about $420 billion in 2027, an increase of over 60% compared to its estimates for 2026.

Debt is expected to finance about 35% of the capital expenditure for these companies in the coming year, while hyperscale computing companies represent only about 40% of the total credit financing raised by the artificial intelligence sector, according to the report.

These figures indicate that borrowing related to the expansion of artificial intelligence extends to a broader range of companies operating data centers, increasing the importance of adhering to project timelines and achieving expected revenues.

If electricity delivery or facility operation is delayed, companies may face additional pressures due to rising financing costs and deferred returns, while financial obligations remain in place.

Local objections disrupt energy projects

The report noted that 86 projects have been canceled or faced significant delays since January, including 76 projects that were directly linked to local opposition.

These figures reflect an additional challenge to infrastructure expansion, as obstacles are not limited to network capacity shortages or lengthy connection procedures, but also include local objections to new project developments.

The continuation of these factors could increase the likelihood of delays in the execution of planned investments, making the path to expanding data centers more complex and less predictable.

However, the slowdown in construction pace may have a positive aspect, as it gives actual demand for artificial intelligence services time to catch up with spending levels, potentially limiting the risks of over-investment and building capacities that exceed the actual market need.

Electricity companies become major beneficiaries

Conversely, the artificial intelligence boom is changing the position of electric utility companies within the economy, as they were traditionally among the slow-growth sectors, becoming some of the most prominent potential beneficiaries of new investments.

Goldman Sachs expects that the total capital investment plans for utility companies will reach about $1.3 trillion during the period from 2026 to 2030.

Major technology companies are also exploring arrangements to finance the establishment of electricity generation capacities, power transmission lines, and the electrical infrastructure needed for their data centers, which could accelerate the provision of required supplies and reduce reliance solely on traditional network expansions.

These transformations open the door for increased investments in energy production, transmission, and storage, but they also present technology companies with new challenges related to construction costs, licensing, and the timeline for facility operation.

Electricity determines the future of the AI race

Goldman Sachs estimates indicate that the future of expansion in artificial intelligence will not be determined solely by technological advancement, but by the ability of energy infrastructure to keep pace with growing demand.

Even as models continue to develop and processing capabilities increase, the commercial benefits of these technologies will remain tied to the availability of sufficient electricity to operate data centers on a large scale.

With massive investments and increasing reliance on debt financing, the speed of energy provision could become a critical factor in determining the timing of project operations, the size of returns achieved by companies, and the ability of the artificial intelligence boom to sustain its current pace.
